Chciałem tego uniknąć, ale chyba to jedyny sposób 
Znalazłem winowajcę, ale niestety niezbyt wiele mogę z nim zrobić. Kiedy zmienienie tryb uruchomienia z ręcznego do wyłączonego powoduje wyskoczenie komunikatu “odmowa dostępu” więc nie mogę tego zrobić. Kiedy zatrzymam proces to po jakimś czasie sam się włączy i znowu jest to samo.
“So just for anyone who is still having this issue 99% of the time this is caused by the microsoft store auto updating things even if you have auto updates off it will still update stuff because you know its microsoft. the only thing you can do is open up the microsoft store and pause all updates and that will stop delivery op from just starting again, also turn on stop auto updates because it does work like 70% of the time”
